Business Oregon Emerging Markets Report

As directed by the 2022 Oregon Legislature, Business Oregon led five sector-specific research projects in identified “emerging industries.” One of these studies focused on a market analysis of Oregon’s Ocean Resources and Blue Economy Sector. The purpose of the report was to provide a general understanding of the Blue Economy in Oregon, establish a coordinated vision, and create strategies and actions that can increase the economic value of the Oregon Coast. 

The study was conducted by the Eastern Research Group in collaboration with key stakeholders from across the state, who served as an advisory committee. A smaller steering committee, including representatives from O2IH, the Port of Newport, and the Hatfield Marine Science Center, directed and managed the project.

Data for the study came from multiple published and private sources as well as industry and stakeholder interviews conducted earlier in the year. In mid-March, a consolidated report was published for the State legislature as well as the Governor’s office. Since then, the Oregon Legislature has approved funding for multiple Blue Economy related bills and each year seeks to advance Oregon’s Blue Economy through strategic investment and policy support.
